The U.S. Department of Transportation’s Federal Aviation Administration (FAA) first assessed Indonesia's civil aviation authority in September 1997, but found it incompliance with ICAO standards and then lowered the rating from Category 1 to Category 2 in April 2007. The struggle of DGCA to restore the rating category back finally paid off on 15 August 2016 that FAA announced Indonesia has been granted a Category 1 rating. The Category 1 status announced is based on a March 2016 FAA International Aviation Safety Assessment (IASA) of the safety oversight provided by Indonesia after the Indonesia's Directorate General of Civil Aviation (DGCA) has made improvements in many areas, such as Indonesian Aviation Act, Civil Aviation Safety Regulations, Inspector Training System, and Safety Oversight System.
With the Category 1 rating, Indonesian air carriers that are able to secure the requisite FAA and Department of Transport authority, can establish service to the United States and carry the code of U.S. carriers.
Mr. Muzaffar Ismail
Mr. Muzaffar Ismail is the Director of Airworthiness and Aircraft Operation – DGCA of the Republic of Indonesia. He has broad knowledge regarding Airworthiness and has held various position in The DGCA which consist from Director of Air Transport, Head of Airport for Soekarno-Hatta International Airport and Kualanamu International Airport, Head of Aircraft Calibration and Flight Inspection, Head of Flight Safety and Security Division in Airport Authority Office – Polonia Medan, and also was assigned as Deputy Director of Maintenance Control in Directorate of Airworthiness and Aircraft Operation.
He took parts in negotiations on bilateral agreements with various authorities such as FAA, DGLM Netherlands, DGAC France, CASA Australia (ITSAP Project), Japan International Cooperation Agency (JICA) etc. And also, took part as an ICAO NPP Project from 1987 to 1997; DGCA Counterpart FAA - BASA Counterpart on 1995; JAA Certification Counterpart on 1995; Counterpart on ICAO USOAP Audit on 2007 until now in accomplishment of DGCA CAP 2014; very intensive on the Program Regaining FAA Category 1and very active to involve in European Commission Air Safety Committee (ASC) Meeting since 2007 on the Program of EU Release Operating Ban to all Indonesian Air Carriers. He also participate as a keynote speaker in various International and National Events.
